Consortium enrollment and Clearinghouse registration are often discussed together, but they serve different purposes. For a covered owner-operator, keeping track of both can prevent gaps in the steps needed before driving and throughout the year.

The consortium manages the random testing pool

A consortium/third-party administrator, or C/TPA, can manage agreed parts of an employer’s DOT testing program. A consortium pools drivers from multiple employers for random selections. Covered owner-operators must participate in a consortium random testing pool; a one-time drug test does not replace ongoing participation.

The Clearinghouse is the federal database

The FMCSA Drug and Alcohol Clearinghouse supports required queries and reporting about drug and alcohol program violations. Creating an account does not enroll a driver in a random testing pool. Similarly, buying consortium membership does not automatically finish the account registration, provider designation, consent, or query steps.

Three details owner-operators should check

  • Provider designation: owner-operators must designate a C/TPA in the Clearinghouse.
  • Queries and consent: covered employers must query their employed CDL drivers, including themselves when applicable, at least annually, with required consent.
  • Query plans: employers purchase their own FMCSA query plans. C/TPAs cannot buy a query plan on an employer’s behalf.

Keep these records together

Keep your enrollment confirmation, provider agreement, current driver roster, consent records, and query confirmations organized. Ask your provider which tasks they perform, which tasks remain yours, and how they notify you when action is required.

Changing providers?

Confirm your replacement testing coverage and coordinate the required records before ending an existing arrangement. Review the provider designation in your Clearinghouse account as part of the transition.
